  The War Strategy Scholar Accolade, designed to reduce items required to create a warbook, no longer seems to have its benefits. The amount of food, etc. required to create a warbook is the same with and without the Accolade “set”. Anyone else notice this issue?

  Once accolades are unlocked, their benefits are active. They don’t have to be set. That’s just for decoration. Check your accolade benefits for all that are active.
